This involved helicopters and aircraft in attacks against major population centres in Syria.

One of the enablers of that change is the ubiquitous presence of the media. In the Second World War air-power enthusiasts defined a whole new vision. Air power was applied at the strategic level to achieve what they argued were strategic benefits. The Blitz and the subsequent application by the Allies of air power over Germany were examples of this new view of air power. For western political leaders such coverage makes uncomfortable viewing. A matter of months later through the political intransigence of Russia and China the west seems paralysed and unable to act; seemingly incapable of even mustering the effort to create a no-fly zone such as was used over Iraq to protect the Kurds and Shia population in the south of the country.
